OmniPage Standard has significantly better OCR capabilities than PDF XChange Viewer or anything else I've used.

pdf xchange viewer can do ocr
adobe acrobat proffesional can do ocr
tesseract (there's lots of different guis that use tesseract; google improved tesseract)
omnipage (this ocr seems to be extremely good (the best I've seen), but it does not handle handwritten text well)
USPS (United States Postal Service) uses Parascript LLC Automated Parcel Bundle Sorter (APBS) Optical Character Recognition (OCR) program
