Google storage is shared among many different services. As of 05-17-2014d1722, google drive is shared among gmail, google drive, and google+ pictures.
Making more space on google storage
- use a tool like Mozilla Thunderbird to manage emails and remove attachments from emails
- download files from google drive, back them up, and then delete them from google drive.
- delete pictures from google+ pictures. Sometimes those pictures are uploaded to that service without you intending to upload them.
