OmniPage Standard has significantly better OCR capabilities than PDF XChange Viewer or anything else I've used.

-pdf xchange viewer can do ocr
-adobe acrobat proffesional can do ocr
-tesseract (there's lots of different guis that use tesseract; google improved tesseract)
-omnipage (this ocr seems to be extremely good (the best I've seen), but it does not handle handwritten text well)
-USPS (United States Postal Service) uses Parascript LLC Automated Parcel Bundle Sorter (APBS) Optical Character Recognition (OCR) program
