---Note that a "scene-ratio" of 10 means that every 10th frame will be written to an image file.  I have observed that when I use a value of 1, there are many image files that are just empty which leads to problems when trying to import with ImageJ.  However, if I use a value of 10, then all of the files seem to be written correctly.
---If you are processing many files at once, you can wait for the first file to finish processing before starting the next one.  You can do this with a command like:
PING -n 300 127.0.0.1>nul

Quicktime pro method (about $30)
 I tried many different programs, but none of them seemed to work.  The solution I found requires a payment unfortunately.  I bought Quicktime Pro for $30.  With this software, you can open an mp4 file, then choose export, then choose Movie to Image Sequence from the dropdown menu, options, choose image format as tiff from the dropdown menu, and then save.  Then in Fiji choose import, image sequence, choose the first image in the folder, check use virtual stack, and then ok.  All of the images are then opened in ImageJ and can be scrolled through to view the movie.
